New landfill approved despite non-compliance with regulations.


November 26, 2014 (Ottawa) – It would appear that the Ontario Minister of the Environment should have thought twice before approving the Environmental Assessment for landfill expansion on Carp Rd. in August 2013. Annual Environmental Monitoring Reports on groundwater, submitted to the Ontario Ministry of Environment (MOE) by Waste Management of Canada (WM), clearly show the site has exceeded Ontario environmental guidelines for the protection of groundwater.

Tale of Two Dumps press release.

At the same as Waste management of Canada is negotiating for a new landfill in Ottawa they are proceeding with a similar sized landfill in Alberta to service the Edmonton area. Because of the similarities between the two projects the Alberta project provides an excellent template for the City of Ottawa when it comes to negotiating a Host Community Agreement and resolution of concerns like property value protection and community compensation. Alberta community establishes precedent for Property Value Protection .

Property owners in Thorhild, Alberta who live near a very large and new Waste Management of Canada landfill servicing Edmonton are eligible
for pre-defined Property Value Protection as well as annual financial compensation for living near the landfill. Ottawa should use this agreement to negotiate compensation and protection programs in a Host Community Agreement for the new WM landfill on Carp Road.
