Please note the following comments I have encountered in writing and verbally to date.
NO to any further expansion/footprint on Carp Rd.
Absurd to think people in Stittsville and West Kanata have to keep putting up with this (i.e. on going issue)
We went through this process four years ago, nothing has changed. It is like WM are chasing us away.
I would like to have more information on this new proposal. Would like a Q&A.
What impact would this have on our ever growing populated community?
Final decision for this project stems on the Provincial Government, which happens to be Liberal. It has no impact on them politically as this riding has never voted Liberal. Therefore making their decision easy.
Very surprised that Terms of Reference still includes landfill.
New landfill will dramatically reduce the value of homes in the area
New home buyers are not being told of the dilemma, unfair for them to suffer the actions of WM.
Delusional comes to mind if they think the community supports more landfill!!!!!!! (This comment based on article in the EMC “WM receives mostly positive feedback for its proposed environmental centre``)
Scotiabank is a tourist attraction, do we need tourists to see and smell a landfill (Does not paint a pretty picture of the City of Ottawa).
Smell from the Dump was unbearable when they were in full operation; never want to experience this again.
Was suppose to be closed after the 25 year life span – I would like to see that happen.
A Landfill needs to be located further out where it would affect fewer people and land is readily available.
Look into a longer term plan that can benefit us all, like the Trail Road facility which is using Gasification.
WM is trying to paint a greener image for themselves by saying they are producing power to the community. I do not believe this for one second, how is burning the trapped gas into the air better for the environment.
If producing more greenhouse gases into the atmosphere is environmentally friendly, maybe we all should just burn our own garbage with that mentality.
WM is just thinking about $$$$ and does not care about the community.

- No Dump means No Dump
- Resident has different view of meeting
- Councillor says article doesn’t reflect public sentiment
As this is a two-fold waste issue, please note I have emailed a similar letter to our Corporate Neighbours; following has been received to date (attached);
Company located in the East End of Ottawa, reply from a Stittsville resident;
Currently all recyclable material, with the exception of cardboard, sent home with employees to be streamlined through residential pickup. Our company has a contract with WSI to pick up one small container of cardboard per month (i.e. measuring 4X4X6).
Our cost for pick up has more than doubled in recent years and is still going up.
Our company does not want to see another landfill on Carp Road.
Not bothered that industrial waste goes outside of the province of Ontario, as long as this makes economical sense for my company. I.E. no further tax increase.
BUT would definitely like to see a Waste to Energy program in affect to benefit the City.
Definitely wants an incentive program in place, (i.e. to be compensated on corporate taxes as a `Thank you for your efforts`- otherwise why do we bother to be a responsible neighbour).
Would like to see one truck pick up all the waste at the same time. This would help to decrease greenhouse gases and save on fuel costs.

Not aware industrial waste was being sent elsewhere.
Yes I would like to see Industrial Waste handled by other methods

Yes we partake in recycling program
Incentives – Not to increase the cost of handling the waste. We have businesses in other areas of Ottawa, other than Kanata, where we rent the industrial bins and the cost is very heavy.
Yes the cost has increased over the years.
Other comments: Recycling of used cooking oil was free two years ago. Why is recycling cardboard so expensive. WM makes profits from this; they should return this extra profit to community by doing better things, such as using other waste handling method (this may be a little more expensive but good for the community) and/or relocate further from our community.
Comments that I am continuously receiving are “CARP ROAD IS NOT AN IDEAL LOCATION, MOVE LANDFILL TO ANOTHER LESS POPULATED AREA” AND “WHY IS A WASTE TO ENERGY SYSTEM NOT BEING SERIOUSLY LOOKED INTO, LIKE TRAIL ROAD”
It appears to me that the following criteria is required to proceed with this project; Land/Location, Environmentally sound, Water and Infrastructure. Therefore the following are some suggestions for alternate areas;
1. WEST CARLETON – has many vast spaces situated in its vicinity. If Landfill is the only viable and economical solution to the handling of waste, then option land that is located completely out of an ever growing residential area and situate it where the land is NOT currently be used, NOT located near a body of water (I.E. Ottawa River or any other outlying lakes) OR near working farms (i.e. Crops OR Dairy).
If Incineration/gasification is a possibility, then the same scenario as above applies with the exception of the need to locating it near a large body of water (i.e. the Ottawa River) for this to be a workable system.
2. LE BRETON FLATS – Not the best case scenarios for a landfill, with regards to it not being far from the downtown core, (being an eyesore for tourists, possibility of smell from a new landfill etc.).
On a positive note, with the soil being contaminated and there are no current plans for this area, it would be an ideal location for an Incineration/gasification plant with respect to
NOT being far from the Ottawa River (i.e. the need for water to run an Incineration Plant)
Turn this contaminated area into a working property
AND Waste to Energy going directly into the grid. (i.e. give back to the citizens of Ottawa)
IF THIS PROJECT IS RELOCATED, WHAT HAPPENS TO THE LAND OWNED/OPTIONED BY WASTE MANAGEMENT?
You expressed concerns at our meeting on May 13th, with regards to the negative perception our community has of WM and how to turn this around. It is my sincere feeling that WM would regain this confidence, by better utilizing money spent on various events taking place over the years and redirecting it towards commodities that would better serve the public.
One major Commodity that has always been an ongoing issue in our Community is Sporting Venues. I have personal experience of this scenario many times with the lack of baseball diamonds and having to endure late start times for many of my daughter’s games.
The land on Carp Road, along with the many parcels of land WM has options on, would more than facilitate the much needed fields/arenas/parking lots for our children to play hockey, soccer, baseball, lacrosse etc. As well as a strategically planned park that could be used for not only a play area for little ones, but as a gathering spot for families to enjoy Community Events.

Firstly, I would like to take this opportunity to thank Councillor Shad Qadri and Waste Management for giving me this opportunity to partake on the PAC to represent my community.
You have indicated that our role, as Community Representatives on this committee, is to observe and report on the general overall consensus of how our community feels on the proposed project of a new landfill footprint Waste Management has plans for on Carp Road.
After attending the Workshop on Thursday evening (i.e. May 13th, 2010), I was very interested in hearing the views of the attendees to be basically in line with mine, for example
This Community does NOT want another landfill on Carp Road
Other options NEEDS to be addressed and presented to the Community
If Landfill is the only option, it MUST be located in another, less populated area
Waste to Energy must be part of WM business plan
That evening I decided to play the role of PAC Community Rep and not a participant, therefore taking the opportunity to walk around the room to chat with some friends and neighbours; the following were some of the discussions.
If I had known this was a workshop and not an information session, I would not have attended.
This process was initiated four years ago, why we are doing this again.
This proposal is a done deal, why am I wasting my time.
We said NO to Landfill four years ago, the answer is still NO
If there is no other option but to use the land on Carp Road – build an incinerator and promote Waste to Energy. IE provide energy to the new residential/business park being built in Kanata North.
Intimidated by Workbook – too much information to digest in one evening. The need to have more time to evaluate. Slides, Charts overwhelming.
There was no time to really understand the book which we were to read and answer in a 3 hour timeframe.
There seems to be a rush to get this project through, there needs to be more time to properly consult the community.
Had there be an information session first, there would have been more people in attendance
This project should be on hold, wait for the Provincial Government ‘Waste Diversion Act’ to be passed this fall.
MY GENERAL OBSERVATION OF THE EVENING
Attendance was approximately 60; numbers in my estimation were very low versus the size of our Community. The reason for my comment is due to the fact that;
Our community went through the same process four years ago.
New proposal appears to be the same or similar one proposed 4 years ago.
Many residents are very frustrated with dealing with an ongoing issue
WM presenting a one option business plan (LANDFILL).
OTHER OBSERVATIONS THAT EVENING
The question on a Methane Gas accident in US – is this true?
A woman sitting at my table was shocked when she had a visual of the footprint from the aerial view of the Landfill on page 10 in the workbook. I made the comment of an incinerator being a more viable option, she was in total agreement.
In order to prepare myself for this morning’s meeting, I issued an email to Stitsville residents asking for feedback on any comments/concerns of the proposal (per attached). The following are highlighted comments received to date;
Not In agreement with the proposed new Footprint on Carp Road
Some were not aware of the proposed project for a new Footprint
Very Interested in hearing about Options other than Landfill
YES to a Q&A to address concerns and/or comments residents may have
How can a Landfill continue to grow in an area where there is continuous construction of new homes and Business Park?
Can frequently smell the Landfill where they live (i.e. Stittsville), this causes concern and when this smell happens, they have been considering moving away from this area.
There is money to be made; therefore WM does not care what the Community thinks.
WM Execs do not live in the area therefore why should they care what the Community thinks.
WM funds many community events therefore the perception is are they doing this in order to get their way with the Community.
An even more embarrassing eyesore for visitors to see, on their way in to the Nation’s Capital from the West.
Will there not be a new Council to deal with after municipal elections, will we not be back to square one in the fall.
COMMENTS MADE TO ME PERSONALLY
Why are you taking on a Voluntary position that only puts you in a PR position for WM to promote this Landfill?
Be careful not to be made to look like you are the hysterical housewife and therefore you become the sacrificial lamb for WM.
CONCLUSION TO DATE
Waste Management needs to go back to the drawing table, bring forward other viable solutions for this project.
A business plan needs to be brought forward to the Community with various scenarios. Example;
Landfill VS Incineration VS Gasification etc.
Location (provide more than one)
Environmental – List issues (pros & cons) for all scenarios.
Cost – What is the cost to the taxpayers?
Waste to Energy – Pros and Cons
Pilot Projects (i.e. S4 Energy) – Introduce these to the Community. Communicate the status of projects that are underway currently and in the past. Success rate, cost etc. Possibility of running a Pilot Project in Ottawa.
I truly believe that between WM, The City and the Province, Carp Road could champion this project to become a global leader by working together, striving towards a common goal and spearheading the City of Ottawa’s Waste problem in a responsible manner to set the highest of standards for others to follow, not only in Ontario but throughout Canada.

Hi Everyone
As you will note from the above, I have been asked to be Stittsville's Community Representative for the WM Project Advisory Committee.
I am reaching out to the Community, not only Stittsville, for concerns/questions/comments so that I may bring this forward at future meetings.
Please note that I have taken on this Voluntary position for the sole purpose to act in the best interests of my Family and Community. I have no alliances politically or with Waste Management, my goal is to come to a mutual agreement with all parties involved, so that we may put this project to bed and deal with our garbage situation in a responsible manner. Comments received will be used to aid me in compiling a report to present at the next Project Advisory Committee.
